Free Energy Conservation Measures
Weatherization is a program that provides free installation of measures (technical term for services) to promote energy efficiency, reduce home energy consumption to lower energy bills of income-qualified households. The services offered also help enhance the residents’ health and safety. Typical measures may include minor home repair, repair or replacement of gas appliances, mitigating air infiltration and reducing electric base load consumption by insulating the home’s attic, caulking doors and windows, providing water heater blankets, to name a few.
PACE implements the Weatherization Program through funds from two major sources.
1. LIHEAP/DOE Weatherization Program- Federal grants from the Low Income Home Energy Assistance Program (LIHEAP) and the Department of Energy (DOE) and administered by the California Dept. of Community and Services Development. Under this program, qualified residents who live in specific, targeted zip codes in Los Angeles County may receive the various energy efficiency measures with no out of pocket costs. The program gives priority to those who are at higher risk—the elderly, disabled and children— as well as those families who spend higher than the average percentage of their household income to utilities. 2. Direct Assistance Program- Contributions of Southern California Gas Company rate payers administered by the California Public Utilities Commission (CPUC). The program assists to income-qualified customers of the utility company and is available to those who live in its service area by providing no-cost energy saving home improvements. Eligible customers may receive the following energy-saving measures or services such as ceiling insulation, door weather-stripping, caulking and minor home repairs.
